International administration (of territory)

When a territory is placed under the authority of UN forces or a UN administration, the question arises whether the rules of IHL on occupied territories apply. They certainly do not when UN forces are present with the consent of the sovereign power of the territory in question. Beyond that, it is doubtful that a UN presence, if not consented to by the territorial State, can ever be classified as military occupation.
